Nonetheless, the conclusion of the largest public inquiry in British history is unmistakable – without lockdowns, a staggering loss of life at an intolerable level would have occurred, and the National Health Service would have been overwhelmed.

Baroness Heather Hallett, the chair of the inquiry, emphasized that while full national lockdowns might have been avoidable, they became imperative due to the government’s inaction led by Prime Minister Boris Johnson. Initially, there was skepticism towards imposing lockdown measures in the West, contrasting with China’s early lockdown in Wuhan and other cities encompassing millions of people.

This initial hesitation to adopt preventive measures led to a critical delay in taking necessary actions, resulting in what Lady Hallett referred to as a “lost month” in February 2020. Implementing softer, targeted measures like contact tracing and face coverings earlier could have potentially mitigated the need for a mandatory lockdown.

Critics of lockdowns, often the same individuals against mask-wearing and social distancing, failed to recognize that compliance with these measures could have averted the need for stringent lockdowns. Prime Minister Johnson’s casual approach, including publicly shaking hands during the pandemic’s early stages despite scientific advice against it, exemplified the lax attitude that contributed to the crisis.

The inquiry highlighted that the premature easing of restrictions in July 2020, despite warnings from scientific advisors, escalated the risk of a second lockdown. The report emphasized the need for a more cautious approach by the UK government to prevent future lockdowns. The inquiry underscores the importance of timely interventions to avoid recurring lockdowns.

The comprehensive scope of this public inquiry, the broadest in British history, aims to extract valuable lessons from the pandemic. It is crucial to ensure that those who undermined preventive measures do not impede the crucial insights necessary for future preparedness and response strategies.
