The existence of a potential peace plan added pressure on Ukrainian President Volodymyr Zelenskyy, who is simultaneously bolstering his country’s defenses against Russia’s superior military, engaging with European leaders to maintain their support, and addressing a significant corruption scandal in the energy sector that has sparked public outrage.
EU foreign policy chief Kaja Kallas stressed the necessity of involving Ukrainians and Europeans in any effective plan during a meeting of the 27-nation bloc’s foreign ministers in Brussels. German Foreign Minister Johann Wadephul echoed this sentiment, highlighting that negotiations on a ceasefire and the future of Ukraine must include Ukraine and Europe.
It remained uncertain whether the foreign ministers had been briefed on the peace plan reportedly crafted by U.S. and Russian envoys, which allegedly included proposals for Ukraine to relinquish territory—a notion firmly rejected by Zelenskyy. U.S. Secretary of State Marco Rubio mentioned on a social media platform that American officials are developing potential ideas for a lasting peace agreement that would necessitate challenging concessions from both sides.
Kremlin spokesperson Dmitry Peskov clarified that there were ongoing contacts but no formal consultations with the U.S. regarding the conflict in Ukraine. Danish Foreign Minister Lars Løkke Rasmussen expressed uncertainty about the plan’s approval by U.S. President Donald Trump and Russian leader Vladimir Putin, emphasizing the need to ascertain the credentials of the proposal.
European leaders have expressed concerns over potential marginalization by the Trump administration in efforts to halt the conflict, raising suspicions about Putin’s commitment to peace negotiations while Russia continues its aggressive actions in Ukraine. EU diplomats criticized Russia for targeting civilian infrastructure, condemning the recent strike in Ternopil that resulted in casualties and injuries.
With the U.S. halting direct military aid to Ukraine, European countries have stepped in by purchasing weaponry for Ukraine from the U.S., granting Europe leverage in discussions on resolving the conflict. Polish Foreign Minister Radosław Sikorski underscored Europe’s significant support for Ukraine and the pressing security implications, underscoring the expectation for Europe to be consulted in peace efforts.
