“Ottawa Police Officer Admits to On-Duty Sexual Activity”

An Ottawa Police Service officer has admitted to three offenses under the Police Services Act for engaging in sexual activity with a woman while on duty over 15 years ago. Richard Lemay will receive his sentencing on Sept. 8 following his guilty plea during a police disciplinary hearing held this summer. The incident took place between October 2008 and April 2009.

The Ottawa Police Service acknowledged the charges and Lemay’s admission but refrained from providing further comments until the hearing, including the reason for the delay in the disciplinary proceedings more than fifteen years post the incident.

Lemay confessed to discreditable conduct for using a marked police vehicle to transport the complainant home and subsequently entering her residence in uniform to engage in sexual activity. Additionally, he admitted to neglect of duty for not complying with orders or leaving his duty station without authorization for personal reasons. The third charge was for insubordination due to inadequate securing and maintenance of his firearm.

Although Lemay had been under suspension for an unspecified duration, it concluded in January.
