“Trump Administration Broadens Trade Investigations to 60 Nations”

-

The Trump administration has broadened its trade investigations to encompass 60 nations, including Canada, with the objective of reinforcing the U.S. president’s tariff strategies. U.S. Trade Representative Jamieson Greer expressed the urgency of the investigations during an interview with CNBC on Friday, emphasizing the swift pace at which they are aiming to proceed.

The Trade Representative’s office recently announced the initiation of investigations under Section 301 of the Trade Act of 1974 targeting the European Union and several other countries. A subsequent news release on Thursday expanded the list of countries under scrutiny, focusing on examining whether their policies or practices are deemed unreasonable, discriminatory, and pose restrictions on U.S. commerce.

Following a recent ruling by the U.S. Supreme Court invalidating President Trump’s tariff approach, a 10% global tariff was introduced utilizing Section 122 of the 1974 Trade Act. However, goods compliant with the Canada-U.S.-Mexico Agreement (CUSMA) remain exempt from these tariffs.

While Canada is also impacted by separate Section 232 tariffs on specific sectors such as steel, aluminum, automobiles, and cabinetry, the Trump administration is looking to implement longer-term tariffs through Section 301 investigations, a process involving public consultations and reports.

Greer emphasized the administration’s stance on addressing unfair trading practices by countries, including subsidies, excess capacity, or forced labor, with the intention to resolve issues through quantifying harm to U.S. commerce and potentially imposing tariffs if necessary.

As the investigations proceed, uncertainties remain regarding the scope of the 301 investigation on Canada, considering persistent challenges in the Canada-U.S. trade relationship. Trump’s skepticism towards the relevance of CUSMA, particularly as the mandatory review approaches for Canada, Mexico, and the U.S., adds complexity to the trade dynamics.

Negotiations for the CUSMA review have been officially initiated between the U.S. and Mexico, both subject to 301 investigations, while no similar action has been announced by Ottawa and Washington. Despite existing barriers in trade negotiations highlighted by Greer, recent engagements between the U.S. and Canada’s trade representatives indicate ongoing efforts to address trade concerns and foster collaboration.
